Deputy Chief Operating Officer

Troy serves as Deputy Chief Operating Officer of KIPP Atlanta Schools, bringing over 15 years of leadership experience in urban public education. In his role, Troy is committed to ensuring that efficient and effective operations support teaching and learning, empowering administrators, teachers, and scholars to thrive.

A native of Hampton, Virginia, Troy honed his expertise in operations and leadership at General Electric and Walmart. He holds a B.S. in Mechanical Engineering from the University of Tennessee, Knoxville, and an MBA from the Kellogg School of Management at Northwestern University. Troy has a deep connection to Atlanta, returning to the city in January 2022 as Deputy Chief Operations Officer for Atlanta Public Schools (APS). His journey into public education began with the Broad Residency in Urban Public Education, driven by a passion for making a meaningful impact on scholars and their communities.

Beyond his professional achievements, Troy is most proud of his role as a father to three young sons: TJ, Tyson, and Theo. His dedication to education is both professional and personal, as he strives to create joyful and supportive learning environments for all scholars, including his own children.

Troy’s leadership at KIPP Atlanta Schools is guided by a commitment to excellence, equity, and collaboration, ensuring that every scholar has the opportunity to achieve their full potential.
